The Children and Youth Major Group to UNEP (CYMG) established its Ocean Science and Governance Working Group in 2023, initiating its engagement with the Secretariat of the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (Cartagena Convention). Following the elevation of ocean issues through UNEA-6, the CYMG started puttin efforts to enhance its engagement with UNEP-administered Regional Seas Conventions and Action Plans (RSCAPs).

The decision to create a specialized youth network was formalized at the Global Youth Environment Assembly 2024, following two Ad Hoc Meetings on the Operationalization of a Youth Network on Ocean Science and Governance, held on March 25th and April 8th. ​Building on this momentum and through extensive consultations, the CYMG established the Ocean Science and Governance Youth Network (OSG Youth Network) to address marine and ocean governance issues comprehensively.
The network is also envisioned to contribute to the implementation of UNEA resolution 6/15 , which call on stakeholders and organizations to participate and collaborate, while respecting the mandates and roles of other bodies, and networks involved in related intergovernmental processes.​​

The OSG Youth Network was officially launched during a side event at the 5th Global Dialogue on Sustainable Ocean Development in Bali, Indonesia, marking a significant step toward strengthening youth engagement in ocean science and governance.
Terms of Reference (ToR)
The Terms of Reference (ToR) for the Ocean Science and Governance Youth Network (OSG Youth Network) outline the foundational principles, objectives, governance structures, and operational modalities of the network. These ToRs, first adopted by the Assembly of the Children and Youth Major Group to UNEP on 09 April 2024, serve as the guiding document for the network’s functions and engagement with UNEP-administered Regional Seas Conventions and Action Plans (RSCAPs) and other relevant multilateral environmental processes.
